YOUTH FORENSIC PSYCHIATRIC SERVICES

Mandate/Mission

Youth Forensic Psychiatric Services (Y.F.P.S.) is a provincial program of the Ministry of Children and Family Services, within the province of B.C. Services are mandated under the authority of the Youth Criminal Justice Act (YCJA), the Criminal Code of Canada (CCC) and the Mental Health Act (BC), and the Forensic Psychiatry Act.

Client Group

Adolescents between the ages of 12 years and 17 years of age (exceptions exist at either end of the scale) who are in conflict with the law. Clients are adjudicated in accordance with the YCJA, legally mandated by the Youth Courts for assessment and/or treatment, or in need of services for mental health and/or behaviour problems.

All clinical services are provided by mental health professionals (psychiatrists, psychologists, social workers, nurses and health care workers) In-patient services are provided to youth in the In-patient Assessment Unit (IAU) in Burnaby and custody centres. YFPS outpatient clinics and a network of private contractors provide services through regional clinics in B.C.: Victoria, Burnaby, Kelowna, Kamloops, and Prince George.

Procedure:Referrals for services are accepted from Youth Courts, Youth Probation Officers and Youth Custody Centres. Consultation on risk management is provided to community professionals on request. Access in smaller communities is primarily the local contractor.

  • out-patient court-ordered and court-related assessment
  • custodial court-ordered assessment at the IAU in Burnaby and all youth custody centres
  • specialised out-patient programs dealing with sexual and violent offences
  • general and specialized mental health services for youths residing in the community or in custody
  • local community consultation and training
